Institute of Urban Development and Public Policy (UDPP) of Shandong University was established in 2009 to foster independent and critical research on key policy issues of urban development and management. It brings together over 20 full-time researchers from across disciplines including political science, public administration, economics, geography, sociology, urban planning and etc. to build a preeminent urban research arrangement and think tank. Professor Cao Xianqiang heads UDPP, and Professor Wang Dianli is the executive deputy director.

Profile of the institute:

UDPP focuses on key theoretical and practical policy issues in the area of urban development and governance, and besides greater attention is given to urban governance, urban spatial justice, city group and other areas of focus include regional development, urbanisation and urban public policy. Since its establishment, UDPP has undertaken more than 10 national social science funding programs, 15 national post-doc research funding programs, and over 50 other ministerial-level research funding programs. Over the decade, it has formed strong cooperative relationship with State Commission Office of Public Sectors Reform, Chinese Society for Urban Studies, Shandong Province Commission Office of Public Sectors Reform, Housing and Urban-Rural Development Department of Shandong Province, Political and Legislative Affairs Committee of the CPC Province Committee, Jinan Municipal Government, Jinan Urban Planning Bureau, Jinan Urban Management Bureau, Organization Department of the CPC Qingdao Municipal Committee, and other administrative and academic bodies.

Currently, UDPP engages in the research of "China Basic Public Service Supply-Side Reform and Sense of Gain Improvement" (a profound research program funded by the National Social Science Foundation), and “Shandong Province Urban Public Service Database” construction, funded by Shandong University. It also publishes Urban Governance Review, Urban Governance and Public Policy Symposium, and other academic literature. To boost its research capability, UDPP has implemented the pioneering offline data collection platform KoboToolbox in China, in collaboration with the Harvard Humanitarian Initiative. It also maintains Limesurvey and CATI system. All the above are open to the public.

UDPP is willing to develop partnership with academia, government bodies, as well as non-profit communities and others which are engaged in urban policy research and practice and to create a better future for urban study.
