Collaborative Innovation Centre for Urban Governance and Planning of Shandong was set up in May 2013. The centre is affiliated to School of Political Science and Public Administration (SPSPA), Shandong University.

The underlying inference of "urbanisation" is the transformation from agricultural to an urban society. Urban governance and planning is the program of urbanisation, and its theoretical foundation includes political science, public management, spatial regional science, urban and rural planning and architecture. Shandong is an important coastal province which is effusively implementing the strategy of urbanisation. However, there are several major challenges present in Shandong's urbanisation process. The reality of Shandong's urbanisation construction urgently requires governments attention at all levels to improve their decision-making ability and relevant scientific research institutions to provide intellectual support.
Collaborative Innovation Centre for Urban Governance and Planning of Shandong is an interdisciplinary and academically oriented scientific research institution with a highly motivated team. It is beneficial to improve the level of urban governance and to plan research of Shandong University and at the same time expand the influence of Shandong University at home and abroad in this field. Considering apparent requirements of Shandong urbanisation practice, the Collaborative Innovation Centre for Urban Governance and Planning established more than Ten major research projects about ‘urban governance and planning’ of Shandong,in order to facilitate the future development of Shandong's urbanisation and provide strategic decision-making basis for all levels of governments in Shandong.
