The Institute of Local Government Studies was established with the approval of the University in May 2008, based in the School of Political Science and Public Administration of Shandong University. The director of the institute is Professor Fang Lei. The staff members come from various disciplinary backgrounds and regularly work with politicians, administrators, communities and partner organisations to enhance practice through academic insight. 

The institute is composed of four research offices: 

(i) Local Government and Politics Office, 

(ii) Local Governance and Party Politics Office, 

(iii) Local Government and City Management Office, 

(iv) Trans-regional Governance of Local Government Office. 

The mission of the institute is to serve local governments by exploring the paths to innovation and cultivating administrative managers based on academic research, in order to improve public service capabilities. The institute conducts academic discussions on important issues related to the theory and practice of local government management at home and abroad from perspectives of comparative politics and public administration, and provides advice and theoretical guidance for local agencies. The institute also provides an open communication platform for relevant researchers and practitioners.
