1. History

The Center for Russian and Central Asian Studies of Shandong University established in December 2014. The Center is affiliated to the Research Center for Contemporary Socialism of Shandong University. The idea behind establishing this centre was to be a specialised academic research institute focusing on Russian and Central Asia studies that include domestic politics, economy, culture and diplomacy, as well as China-Russia relations, and China-Central Asia relations.

Director of the Center: Professor Ma Fengshu. 

Deputy Director of the Center: Professor Huang Dengxue.

The centre has twenty Chinese and international researchers: Major General. Wang Haiyun, Chinese Military and Air Attaché stationed in the former Soviet Union, a senior advisor to the China International Strategic Society and a foreign academician in the Russian Academy of Defense and Security Law; Lu Nanquan, honorary member at the Chinese Academy of Social Sciences and deputy director of the Russian Research Center of the Chinese Academy of Social Sciences; Professor Li Xing, the School of Government Administration of Beijing Normal University and director of the academic committee of the Russia Center of Beijing Normal University; Li Xin, director of the Center for Russian and Central Asian Studies of the Shanghai Institute of International Studies, an expert receiving special grants from the State Council and executive director of the research center of the Shanghai Cooperation Organization; Pang Dapeng, a researcher at the Institute of Russian Eastern Europe and Central Asia of the Chinese Academy of Social Sciences, director of the Russian Research Center of the Chinese Academy of Social Sciences, and a special researcher at the Eurasian Institute of Social Development Research under the Development Research Center of the State Council; Jiang Yi, a researcher at the Institute of Russian Eastern Europe and Central Asia at the Chinese Academy of Social Sciences and deputy director of the Russian Foreign Affairs Office at the Institute of Russian Eastern Europe and Central Asia at the Chinese Academy of Social Sciences; Feng Yujun, professor at the Institute of International Studies of Fudan University, executive director of the China-Russia Friendship Association, and former director of the Russian Institute of the Chinese Academy of Modern International Relations; Li Zhonghai, a researcher at the Institute of Russian Eastern Europe and Central Asia at the Chinese Academy of Social Sciences, former staff of Chinese Business Organizations in Russia and the Russian Embassy, distinguished expert of Energy Diplomacy Research Center of China Foundation for International Issues and editor-in-chief of Russia East European and Central Asian Studies; Yang Cheng, assistant to the President of the Institute of International Relations and Regional Development of East China Normal University, deputy director of the Center for Russian Studies of East China Normal University, deputy editor of the Journal of Russian Studies in Shanghai, special expert of the National Development and Reform Commission for Northeast Revitalization Division; А.В.Лукин, director of the East Asia and Shanghai Cooperation Organization Research Center of Moscow Institute of International Relations, editor-in-chief of Russian-21st Century Magazine, chairman of the Russian-Chinese Bilateral Entrepreneur Expert Council and advisor to the governor of Moscow; Associate Professor Д.А.Савкин, director of external relations at Russian Presidential Academy of National Economy and Administration, Russian University of Higher Economics; С.В.Уянаев, deputy director and academician of the Institute of Far East Studies of the Russian Academy of Sciences and director of the Center for Research on China-Russia Relations.

3. Academic Activities

Since its establishment, the Center has held three international seminars: 

(1) From May 16 to 17, 2015, an international seminar on Relations between China, Russia and Central Asia - Opportunities and Challenges from the Perspective of the Silk Road Economic Belt was held in Qingdao city. Forty well-known scholars and media representatives from both China and Russia were attended. An in-depth exchanges and discussions took place in following broad themes: “the Practical Feasibility and Challenges of the Strategic Vision of the Silk Road Economic Belt”, “the Impact of the Implementation of the Silk Road Economic Belt Strategy on the Regional Pattern of Central Asia and the Countermeasures of Central Asian Countries”, and “the Influence of the Strategic Conception of the Silk Road Economic Belt on China-Russia Relations and the Countermeasures of the Two Countries”. 

(2) From October 29 to 30, 2016, an international symposium on “the Game of Great Powers and the Future of Central Asia” was held in Taian City. The participants included twenty renowned scholars and media representatives from China and Russia. This symposium focused on “China’s ‘Silk Road Economic Belt’ Strategic Concept and Central Asia Integration”, “Russia ‘Eurasian Union’ Strategy and Central Asia Integration”, and “the Central Asian Strategy of the United States and the Future of Central Asia”. 

(3) From May 26 to May 27, 2018, the annual meeting of China-Russia Relations Research Association and an academic seminar on “Comparison of the History of China-Russia Relations with the Development Path of China-Russia Relations and China-Russia Relations under the New Situation” was held in Qingdao. A total of sixty participants including eminent scholars and representatives of media from both China and Russia attended. The meeting held in-depth exchanges and different panels discussions on “Historical Issues on Sino-Russian relations (China-Russia ‘Aihui Treaty’, ‘the 160th Anniversary of the Tianjin Treaty’, ‘Sino-Russian Tea Trade and the Belt and Road Initiative’)”, and “the Real Problem of Sino-Russian Relations (Comparative Development Road between China and Russia, the situation in Russia after the General Election and the Opportunities and Challenges Facing Sino-Russian Relations under the New Situation)”. 

In addition, the Center has conducted extensive academic exchanges with Russian and Central Asian countries: 

(1) Since 2014, the Center invited Associate Professor Д.А.Савкин, director of external relations at Russian Presidential Academy of National Economy and Administration, to Shandong University to give lectures for graduate students on international politics. 

(2) From 2014 to now, Professor Ma Fengshu, director of the Center, has been invited every year to Russia People’s Friendship University for academic exchanges and took part in preparing academic reports at the Russian President’s Institute of National Economy and Administration.

(3) In November 2015, Professor Li Xin was invited to Russia to attend the Valdai High-Level Meeting. 

(4) From October 28 to November 2, 2016, Researcher Pang Dapeng was invited to attend the China-Kazakhstan Silk Road Roundtable organised by Kazakhstan’s First Presidential Library.

4. Research Achievements. 

Since the establishment of Center, the faculty has published four books and more than ten research papers, which in one way or other has profound impacts at home and abroad.
