On Sept. 18, Prof. Cai Tuo, Director Emeritus of Globalization and Global Issues Institute of China University of Political Science and Law, delivered a lecture named Observation and Reflection on the Relationship between China and the Globe in Qingdao Campus. The lecture was so welcomed as empty seats were nowhere in sight, and was moderated by Prof. Liu Changming, vice dean of SPSPA.

The lecture was comprised of five parts. Prof. Cai first spoke of the relation between China and the world from four angles including politics and economics, international relations and foreign strategy, culture and civilization, according to which Prof. Cai gave his own opinions. In the second part, Prof. Cai divided China’s perspective towards the world into four stages with detailed explanation respectively. According to his words, the first stage is centered around China and featured hierarchies under the logic of imperialism. At this stage “Tian-xia” presents the positions of different entities of power, which forms a hierarchical order pattern with China as the center. Then the second stage is the process where China went from an imperial entity to a national country, forming the trio of Tian-xia Doctrine, cosmopolitanism and nationalism thereafter. The third stage is the international perspective distinguishing ideology from classes. The last stage is nationalism and characteristic-dominant mindset, accompanied by openness and cosmopolitanism. Changes in thought during this stage is closely related to forty years of Reform and Opening up, which is both the time when China is facing challenges as well as constraints, while maintaining good relations with the world.

In the third part of the lecture, Professor Cai Tuo talked about the significance of reform and opening up to understand the relationship between China and the world. He believes that people who recognize and integrate with globalization have begun to understand that China can be viewed from the world's perspective, promoting reform and opening up and pursuing development has become a main line in understanding the relationship between China and the world. In the fourth part, Professor Cai Tuo sorted out the concepts, paths, methods, contributions and values of the community with a shared future for mankind. He believed that this concept inaugurated new prospects for the relationship between China and the world. Finally, Professor Cai Tuo made a deep reflection on the relationship between China and the world. He concluded that at present, our understanding of the integrity of the world and the commonality of human social life is not deep enough. In the relationship between personality and commonality, particularity and universality, we need to get rid of the limitations and interference of politics to think more clearly. At the same time, we also need to focus on adjusting and overcoming the tensions of the concept and practice of the human community, reflecting on ourselves, truly understanding and agreeing with the concept of the community with a shared future for mankind.
