Wang Shaoguang is a chair professor at Department of Government and Public Administration of The Chinese University of Hong Kong, a non-official member of the Hong Kong Government’s Commission on Strategic Development, professor at the School of Public Administration and Su Shimin College of Tsinghua University, specially invited researcher of Institute of National Studies, member of the Academic Committee of the Dr Seaker Chan Center for Comparative Political Development Studies of Fudan University, visiting professor at School of Political and Public Affairs Management of Sun Yat-Sen University, specializing in Chinese Political Economy, Comparative Political Economy, published hundreds of papers in Chinese and English academic journals.

The representative democracy plunging into crisis, scholars began to reflect systematically on the electoral democracy from the theoretical perspective, and sortition research thus entered the mainstream from the edge. Especially during the first 16years of the 21st century, the theoretical research achievements have been booming. Although the scholars have not reached a final consensus on the application area and methods of sortition, their theoretical direction has always been the same, which means the potential of sortition must be further developed. As for the practical level of sortition, it can be traced back to the1970s. After entering the 21st century, the two most spectacular types of sortition experiments were Deliberative Polling and Citizens’ Assembly.
